Categories of mobile OSs are limited and could perceivably be assigned statically to different nodes; however, when dealing with more keys, we need a good hash functions that (statistically) ensures even distribution of keys across nodes in order for the system to have a chance of approaching maximum performance. A cryptographic Pseudo-Random function (PRF), modulo the number of nodes, might be a fairly good choice in this case!
