I just checked the price of this CPU and it was \$6,300. With this amount of money, you can actually buy 21 Intel Skylake CPUs (each of them is around \$300). This configuration will give you 4 * 21 = 84 cores that operates with 4Ghz.

So the question is what is the benefit of using this CPU?

My guess is that one of these requires a lot less power and is much smaller than 21 individual processors. Each i7-6700k requires an LGA1151 socket on the motherboard and draws 91 watts. One Xeon Phi 7290 requires only one SVLCLGA3647 socket (from the picture it seems like it can also be put into a PCI-e?) and only draws 245 watts. In terms of very large scale computing, I think one of these Xeon Phi's would be worth it over individual processors.
