OptiML aims to provide a productive, high performance, MATLAB-like environment for linear algebra supplemented with machine learning specific abstractions.

One thing discussed in the chat was the difference between library & language. For instance, machine learning APIs written in Python or C++ might be called a DSL, but it's hard to draw a clear distinction.

Do we have the "definition" of library & language, though it's hard to tell the difference?
